What faction are you playing as? Carthage is able to get reforms at 235 BC. Are you Carthage?

    Game of the Fates
Mod of the week on hold -- I've played nearly every RTW mod out there.
BOYCOTT THE USE OF SMILEYS! (Okay, just once)
Antiochos VII...last true scion of the Seleucid dynasty...rest in peace, son of Hellas.

Now I know what's wrong. You was right Mr. Cursed, it is the Carthage Reform.

the carthage reform marker spam bug was fixed in 1.0, IIRC. could it be happening again? the was a retroactive work around, I found on the .org site, that worked with 1.0
