Does Iberia get any new units from the Marian reforms?

Save-game compatible?
Is it just me, or does the Seleucid Empire always seems to do the opposite of what you'd want. For example, if I'm hoping for them to become the main power in the Middle East and keep the other factions in check, they get utterly destroyed by the Egyptians and other factions. But yet if your rooting for their enemies, then the Seleucids end up dominating.

I decided to play rome again after a few years, and having quickly got bored of vanilla and xgm (it was an old version which was more or less vanilla with some new units) got XC. I've got to say the depth of this mod is absolutely incredible compared to the original game, truly fantastic work. I started as Eygpt which is hard enough (not helped that I didn't know just standing near antioch without seige made the massive army appear ). All the various economy redesigns are very well thought through, and I haven't even looked into the family tree or how to manage it yet.
One question about the government system; in Thebes I'm fairly sure I built the various layers that take 4 then 8 turns to build (stationary garrison was the last one), but when it became a large city, the only thing I could build was military occupation which seemed odd as that is the most basic. Am I missing something or is that strange?
