    Scar (The Lion King)
    Percy Wetmore (Green Mile)
    White Goodman (Dodgeball)

Thats the beauty of him , he throws you off with his taste and wit (you may actually think of him as likeable) yet he starts to kill and eat innocent people in cold blood with no remorse.

Thats why he will always be one of the best.

I know what you mean, there's just something in me saying "that means he's not a villain". Meh, I liked the main character from 'Lolita' even though he says he's a paedophile quite openely. I guess I'm a sucker for a charmer.

And bushbush, Scar is so not amateur. He's Hitler in cartoon form.

Percy!? That spoiled punk kid who killed mr. bojangles?

Probably amongst the most disliked of villains but greatest villains of all time? Come on now.

What makes a great villain? He is the most villainous.

Great is notable, distinguished or too a very high degree. He did some cruel things but he isn't a match for true villains who kill henchman just for failing a mission or (try to) nuke whole cities.

    Well, let's start then:

    - Darth Sidious/Chancellor Palpatine (Star Wars)
    - King Edward I the Longshanks (Braveheart)
    - Count Adhemar of Anjou (A Knight's Tale)
    - Sauron (The Lord of the Rings)- Morgoth/Melkor (The Silmarillion)
    -
    Glaurung (The Children of Hurin)
    - Lord Voldemort / Tom Riddle (Harry Potter)
    - Dark Helmet (Spaceballs)
    - The Rabbit (Monty Python and the Holy Grail)
    - Ernst Stavro Blofeld (James Bond)

I'll probably update the list later.
RIP Calvin, you won't be forgotten.

II. Nicolae Carpathia (Antichrist from Left Behind)
Meh. Except those movies and books sucked balls.

III. Emperor Palpatine (Star Wars Emperor)
Not a villain. Saved the Galactic Republic from itself and turned it into a great Empire and tried to foster a state of peace, unity, and security in the Galaxy. Calling Palpatine a villain is like calling Alexander the Great a villain.

    IV. Darth Vader
    Not a villain. Tragic hero.

    V. Ernst Stavro Blofeld (James Bond 007 movies)
    No argument here.

VI. Commodus (Roman Emperor from Gladiator)
Definitely. Great villains always have a marvellous vision, even if it is tinged with a villainous intent and means.

VII. Michael Corleone (The Godfather series)
Absolutely not a villain. Every single thing he ever did was to protect his family. He doesn't have a villainous intent. Besides, he's more of a tragic hero, like Vader.

    VIII. Edward Longshanks (Braveheart)
Absolutely. He should be higher on your list.

IX. Hannibal (not Hannibal the Great, Hannibal Lector)
Yes. Should be #2 on your list, actually.

    X. The Cop from First Blood (he wasn't nice to Rambo, he just drove him out of town)
Yes, under certain vagrancy laws. He was simply trying to uphold the law. He's not even close to a villain. Adversary, sure. Antagonist, maybe. Villain? No way.
