Unable to convert text file?

For some reason my imperial_campaign_regions_and_settlement_names or my expanded text files wont convert into txt.strings files... anyone have any idea why?

as the very first character, maybe a trigger for creation?
Else make sure that you start the right mod (I am serious, it happened to me once, didn't catch on for a while because the maps were the same).

Did you edit with wordpad or notepad?

If in doubt, delete the bin file. That should force the game to create a new one from the txt file.
