    Default 2 questions

-About clients ruler: when a client ruler die, there are no successor. Should I destroy the government building to get a new client ruler?

-About military building: I can't build level-5 barracks ( either for factional troops or natives) with type II or III governments. I play with Qarthadast and to get a military reform I must build 5 level-5 barracks in some cities. That said I must build only type I or IV governement in those cities?

I cannot answer the first. However, for the second, I believe so. I am encountering the same problem. I'm gonna edit the date I get the reforms unconditionally so it happens early. I suggest you do the same (lol).

1- This is a chance for you to decide whether you want to take firm control of the region or continue the client system. If you want to retain the region as a client state, you must find and institute a new client ruler. This short time and little money is represented by having to tear down and rebuild the Type4 government.

2- Remember the Kart-Hadast reforms require regional MICs.

You're right, regional MICs. Anyway, I can't build a level-5 regional MIC unless in type-4 governement cities, and I usually establish mainly type 3. I didn't realise that I should have a lot of type-4 to get the reform.

Mercenary generals a pretty expensive, you you can't find the money to build the MICs, you probably don't have the income to pay for multiple generals.
