Why is the council not paying me?

I'm playing Byz in the Crusades Campaign. Several times the council has given me a mission with the promise of a reward of florins or units. After I complete the mission however, I am notified that it's too late another faction has taken this city or that. When it was actually me that took over the city. Does this sound like buggy software or is there a real reason that the council is not paying me?

wait, what kind of mission was it? if it was a take a city by military force, then yeah, you should get yo monay

BUT if it was annexing a city, then you have to get the city through diplomacy, not force of arms
