I am currently working on an extended campaign mod for Stainless Steel 6.1 and I am wondering if it is possible to change certain (all) castles to cities when an event triggers trough a script? :hmmm:

Possibly, but it sounds like a pain in the ass. You would also have to go through the EDB and change a bunch of stuff as most buildings dont have conversion counterparts once the cities reach a certain level.
Not that I know of, I think what you would have to do is use the create_building command and see if that worked. I have my doubts about that because of the way it doesnt remove buildings from the builable list when you use that command.
If not you would probably have to do it by pushing buttons.
create_building won't convert anything in my opinion. I guess it would simply add the building to the list (after all you can even have multiple instances of the same building in a city using create_building).
Chimaeira: The battle AI is practically unmoddable so I guess you won't have any luck there, either.
