WTF: Slave can build Buildings they don't have Ownership of

So I made a building in the EDB:

and on the campaign I send my spy out and find the slave has built it (on a faction_creator russia province).

Is there a way to disallow slave from building this without changing descr_strat?

and requires not faction slave
make sure it is at the end of the requirement list.
