Default So, let me get this straight...

I spend the whole campaign upgrading and recruiting for one castle, (In this case, "Venice") and suddenly when Milan captures it and I recapture, all my upgrades are gone? I researched to the highest level of armor, and when I retook Venice it put me back down to like the second or third to last level of Armor.

    Is this supposed to happen?

Did you sack or exterminate the population? because that can damage buildings and cancel there effects such as unit recruitment or unit upgrades

Nope, I just settled in because I didn't want my population to disintegrate completely.

Just be lucky you weren't up against a player like me. When I have a country which is causing me trouble, but I don't have the force to completely eliminate, I slash and burn. I send in 1 powerful army, take a city/castle, exterminate the populace or sack it, and then destroy every single thing I can for money.

I then leave it for the rebels. If the opponent takes it back, fine, but they will have a LOT of work to get it back to where it was. Repeat this for 3+ of their major cities, or more importantly, castles, and they will be ripe for the killing in 10-20 turns.

They sacked the place. This damages some buildings which means that those buildings are reduced some to a lower level. The AI didn't sell the buildings because then they would have disappeared altogether.

BTW Why did you let them capture a citadel?
Officer to a soldier who refuses to fight: There three types of soldiers who don't have to fight. They are called KIA, MIA and POW and you are not one of them.

    Tosa will be missed.

I had assembled an army there and set them out to capture another city, and it was almost defenseless.

I know this is straying off topic; but... Ha, I hate surprises. I stick towers up to ensure no sneak attacks.
