probably because of the maximum units allowed (500).

The unit limit has NOT been reached, the cannon tower think is a bug, and unitnetional, and cannons are not meant to be built becasue of timeframe.
We'll be working on siege weaponry in 2.0, the cannon tower is a bug like lupus says.

siege cannons still would be nice. I have a hard time putting Jerusalem to flaems with 4 trebuchets :/ Once i break the walls in one spot i waste all flamin ammo there is and small church still is up with over 40% :/ (my best achivement are 3 wall breaks, 1 gate, 2 towers and 6 buildings burining)
I don't know if it's possible within the hardcoded limits, but can you enable artillery to attack buildings that are in the city/castle like in RTW and maybe increase the amount of damage so that you can see cities end up in mayhem after sieges.
Edit:maybe then you can increase the range and the pieces of artillery in each unit, thus i would love seeing a siege look like the one in Kingdom of Heaven.
