Read the mission again, carefully. I'll give you a hint, they mention a diplomat. *wink*
you have to use diplomacy to talk to the other nation, and try to get that settlement by whatever means possible such as trading away another city, giving money, or whatever
o btw, im pretty sure annex means "absorb". so by using diplomacy, you "absorb" that settlement instead of ruthlessly forcing it through warfare

ok thanks, the only time i had gotten it to work before was to bribe the city, but now it doesn't even give me the option, so i'll just trade a couple of my cities that i can easily take back for it.

I never solved that mission. You spend a lot of gold for taking it over and you receive some small reward for it.

Is it me or is annexing a settlement much more expensive than it was on RTW - or is it cos the Romans were naturally a lot richer?
