Substantial Installation Problem

So I had installed, and was loving, EB. For reasons too long to explain here, I had to uninstall and realized that I'd deleted the EB install as well so I went back and re-DLed it. I've now done so thrice. All three times, the installation appears to go fine, until I actually launch the game...and I get vanilla RTW. I look into the EB folder and there's nothing there (no Exe, for example).

I've also tried 7-zip, but I get an error that the file can't be opened as an archive. Any thoughts?

Oh and I've also tried varying download sources - BitTorrent twice, FileFront once.

Add " -mod:eb" to the EB shortcut.
