I made a post similar to this a while back, so I'll post it again here.

    Gondor
    Erech (Morthond Vale)
    Calembel (Lamedon)
    Ethring (Lamedon)
    Tarnost (Dor-en-Ernil)
    Dol Amroth (Belfalas)
    Edhellond (Morthond Vale/Anfalas)
    Linhir (Lebennin)
    Pelargir (Lebennin)
    Minas Tirith (Pelennor)
    Osgiliath (Anduin Vale)
    Henneth Annûn (North Ithilien)
    Emyn Arnen (South Ithilien)
    Cair Andros (Anórien/North Ithilien)

    Mordor
    Minas Morgul (Ephel Dúath)
    Cirith Ungol (Ephel Dúath)
    Durthang (Ephel Dúath)
    Morannon (Udûn)
    Isenmouthe (Udûn)
    Barad-Dûr (Gorgoroth)

    Rohan
    Aldburg (Folde)
    Edoras (Folde)
    Dunharrow (White Mountains)
    Helm's Deep (Westfold)
    Aglarond (Westfold/White Mountains)
    Isengard (Nan Curunir)

    Rhovanion
    Caras Galadhon (Lórien)
    Khazad-Dûm (Misty Mountains)
    Dol Guldur (Mirkwood)
    Carrock (Anduin Vale)
    Rhosgobel (Anduin Vale)
    Goblin Town (Misty Mountains)
Framsburg (Between the Langwell and Greylin rivers)
    Thranduil's Halls (Mirkwood)
    Erebor (Erebor)
    Dale (Erebor)
    Lake-Town/Esgaroth (Celduin)
    Dorwinion (Celduin)
    Mount Gundabad (Misty Mountains)

    Eriador
    Lond Daer (Enedwaith)

    Rivindell/Imladris (Rhudaur)
    Weathertop/Amon Sûl (Weather Hills)
    Bree (Bree-Land)
    Archet (Bree-Land)
    Combe (Bree-Land)
    Staddle (Bree-Land)
    Fornost (Arthedain)
    Annúminas (Arthedain)
    Hobbiton (The Shire)
    Michel Delving (The Shire)
    Stock (The Shire)
    Sarn Ford (The Shire/Minhiriath)
    Elostirion/Tower Hills (Lhûn Vale)
    Mithlond/Grey Havens (Gulf of Lhûn)
    Dimlinoin (Gulf of Lhûn)
    Forlond (Forlindon)
    Harlond (Harlindon)
    Thorin's Halls (Ered Luin)
    Carn Dûm (Angmar)

    Harad
    Umbar (Umbar)

Those are all the settlements, big and small, I could find mention of in Middle-earth. As for provinces that don't have settlements near them, I'm afraid the mod team's going to have to make them up using the appendices in the Silmarillion.

or if no info is found then make them up entirely on their own because with those 2 lists combines Rhun for example will be very underpowered with so few settlements and nothing nearby

Hmm, it might be hard to make all towns of Bree land or all villgaes of Shire because they were so close to eachother.

I think Ost-in-Edhil should be called Eregion because it was elven city during the Second Age but Sauron destroyed it.

Btw, can you tell me where Dimlinoin is? I haven't never heard and didn't find from The Encyclopedia of Arda.

Yeah, I know, I just decided to post all the settlements I could find, regardless of how close they were to each other. I left out most of the towns in the Shire, however, because they obviously would never be used in any situation.

I disagree here. Eregion was the country, and later, region, not the city. It's true that it was ruined by the end of the third age, but in that case, should we call Fornost "The North Downs", Tharbad "Minhiriath" and Osgiliath "Some random place near Osgiliath"? I say that the mod should make use of all the ruined cities they can find, because settlements in Middle-earth are few and far between as it is.

Dimlinoin was a city I happened across when looking through the many sites dedicated to Middle-earth on the web. To be honest, I hadn't heard of the city, and I'm still not utterly sure of it's existance, but I randomly included it anyway.

Himling is something I've given some thought to myself - what if the ruins of Maedhros' fortress are still there? Or what if elves still live there? It's an interesting subject indeed - it could be a wonder, a city, or nothing at all. I think it's up to the modders.

Expect if Rhûn starts with 2 full stacks in the beginning, it could conquer some rebel cities near Dale.

yeah but they'd go bankrupt because they wouldn't be able to afford them and won't be able to build any buildings retrain those 2 stacks or get any more troops

Some of the "cities" you mentioned,Varjon, are actually provinces.Like the West-fold and the East-fold.These two are military names in Rohan signifying the two regions from where the Eohere was assembled. The more realistic list sould be Edoras,Dunharrow,Helm's Deep,Aglarond,Aldbrug,Adorn,Wold,Amon Anwar(it wasn't really a settlement but it could be a permanent fort).
For Gondor-Emyn Arnen was a mountaing range and it had a settlement(or a fort-again) and it was Henneth Annun. The others are fine.
For the High elves-I don't really remember a settlement called Farlond. And Forlond(Forlonde) was the Northern part of the Grey Heavens and their Southern part was Harlond(Harlonde). So you could divide the Heavens in three or two-Mithlond/e,Harlond/e and Forlond/e or just Harlond/e and Forlond/e.
For Isengard-Fangorn and Dunland aren't cities(again).Wellinghall should be the settlement in the Region of Fangorn and we could make Lond Daer as settlement of the region of Minhiriath(as a replacement of Dunland).
For Mordor-Udun was a region and it's chief castle was Durthang, the same goes for Gorgoroth-region with a chief settlement Barad-dur.Nurn is a lake so we could make some city near the lake called.....:hmmm:.....Ost-in-Mornen-the Castle of the Dark Water.Or something simmular.
For the rest of the "cities" it goes the same-everything except Umbar,Khazad-dum,Gundabad and Carn Dum is a region and not a settlement.

hey Elerin do you always have to post in green it's kind of annoying and blends in with the background in sort of a way that hurts my eyes for some reason

I don't see why your arguing against adding more regions but even with a productive capital they would have too few places to recruit people thus slowing down military production

True but it would be more accurate and harder to beat.

I still say the more regions the more fun the game is and the longer it will last too so win/win in my opinion I'd pick gameplay over accuracy any day

Accuracy every time. Also gamplay should be later.
