    Default IN naval range issue

Im currently playing as France and started to go for colonies. I discovered and colonized Canaries and Cape Verde (those 2 are cities now). But for some weird reason when I tried to colonize that Mid African island with funny name it turned out my nearest port ain't close enough.
This is in fact correct coz tooltip shows that distance is calculated from one of France's Mediterranean port's. I mean how comes? Whats wrong with over 1000 populated Cape Verde or Canaries?
Is this a bug or Im missing something :hmmm:

I think it needs to be tweeked some. I find it hardly fair that Portugal can colonize NA and I can't, even though I am more advanced technologically too.
