general troubles

I have been trying to change my general for the scots, but no matter what I do they just wont change when I start a new game. I was under the impression that you just had to add in the general_unit attribute and make it so it comes before the NE General unit in this case. On every other fact that I have tried this on did it no problem... Is there another option i have to change for the scots or what?

This doesn't seem like it should be this hard... I have tried multiple different ways but nothing is working. Is there another setting somewhere that is preventing me from changing it like presetting the general to the specific units?
