Imperial palace in Patavium, or Mediolanum, or Tarentum, or Croton, or Byzantium.

Probably to make it more difficult for the player, or just because it became Constantinopole.(that was a rhetorical question right? )

it's simply that if you've managed to conquer Byzantium, you ought to have had the Marian reforms by then!

you get reforms you just get them in every city on its own nothing but the correct buildings trigger teh new units in every city.
Each city independently. ie: one at a time.

In EB, they are almost impossible to get unless you have a very long time to play a campaign. I never play the Romans anyway in any mod I play (except IBFD) so the reforms never really effect me.

The reason Rome is not one of the cities to meet the requirement with is because we tried to portray Rome as a more advanced city...meaning, higher buildings already present. If Rome triggered the reforms, you'd have them in a couple years. Byzantium was made part of it because I figured if you had expanded that far, you should have them.
