i have always wondered why byzantium was one of the cities
Probably to make it more difficult for the player, or just because it became Constantinopole.(that was a rhetorical question right?)

In EB, they are almost impossible to get unless you have a very long time to play a campaign. I never play the Romans anyway in any mod I play (except IBFD) so the reforms never really effect me.

Just for that, I'm going to go get Byzantium.
The reason Rome is not one of the cities to meet the requirement with is because we tried to portray Rome as a more advanced city...meaning, higher buildings already present. If Rome triggered the reforms, you'd have them in a couple years. Byzantium was made part of it because I figured if you had expanded that far, you should have them.![]()
