Exactly what it says: it freezes the AI led faction. Most famous case being the Aztecs. The said script disables the Aztecs to do anything until they are contacted. Seeing that their building tree is restricted to one building it makes a lot of sense. Else you wouldn't be able to move in the Americas because of the amount of stacks.
If I delete this line will something happen ?

If you manage to keep the script working you should be able to see the Aztecs running around. Make a backup of the script before you do anything with it.

And if I put them as Lithuania (totally playable) and I delete event America Inhabited, it will be alright ?
