I wonder why the Scythians aren't more dominant in any of the mods, The Scythians were the first people to ever tame the horse and use them in battle...for 1000's of years?

Cause the modders don't really like anything outside Italy
They tolerate Armenia only because Drtad is such a nice fellow.
All factions are getting upgrades but we will have to wait, and not keep asking when it will be done.

There is no disease I spit on more than treachery.
They weren't really the most active or most interesting of factions....
at the start of our timeframe, they really were in decline - the sarmatians had started encroaching on the east of their territorries... however, it will be nice for either the sarmatian/scythian player to have to face another steppe army!i'll also point out that the scythians will have to deal with the dacians, and possibly the free greeks who hold the Bosphoran Kingdom (unless you use the Bosphoran faction swap file and replace Pergamon, in which case, things will get a lot harder!)

Of course in RS2 you can lead them to greatness again.. check the RS2.0 previews topic. Not sure if this pic was with the preview, but this *WAS* going to be a loading screen until the changes to the environments got started.

The Scythians were dominant but as stated they were in a decline. They are interesting faction for a few battles, but get boring after a while in campaign IMO
They have a potential to become a great playable nation if only the bosphorus would make more of a challenging.

I think people are confusing the Scythians and the Sarmatians. The Scythians from vanilla RTW were actually the Sarmatians.
All 3rd-century based RTW mods have had the Sarmatians. RS2 will, I'm pretty sure, be the first to add the Scythians. (Rise of Persia has them, but their time period and map focus are very different from most mods.)
So the Sarmatian campaign in 2.0 is going to be very different, since you will be competing for control of the steppes with the Scythians. And the Scythian campaign will be one of RS2's unique campaigns, offering a brand new challenge with a partly settled, partly nomadic faction on the shores of the Black Sea caught between the Getae to the west, the Greeks and Macedonians to the south, and the crazy head-hunting Sarmatians to the east... should be fun!
Wow, we'll see steppe wars in RS2?
Very nice!
I can't wait.
