I wanted to play as independent greeks, edited descr strat, campaign descr, and also made a win conditions entry. Is there anything else I need to do?

There shouldn't be; just be aware that the Independent Greeks are not balanced for human players, they may get a law and happiness bonus from the governor's building for example.
You start off with a large military which exceeds your income by a long way unless you give the faction a wedge of starting cash your in trouble at the start.
Also because they are so spread out you are gonna have a hard time defending your cities etc.
I tried this last week and abandoned it - just wanted to play as pyhrrus.
I would reccomend changing the starting cities - give everything save Tarentum, syracuse, and the two cities on the adriatic/dalmation coast to the rebels, keep the afformentioned cities reduce your starting garrisons down to an acceptable level and give yourself 10,000 in the bank.
Then you are playing as Epiros.
Fix the problem, not the blame!
