How to... (vassals)

Hello,
I recently did some modding to descr_strat.txt file, but I cannot figure out how to make vassals from the beginning. I used Stainless Steel 6.1 file as I am working on one mini-mod for it.

Command protectorate_of does not work, only makes the two factions allied with military access.

How do I create vassals from the start? I simply cannot find the answer anywhere...

the closest thing you can do is protectorates...

Should be as I have seen this command work properly in LTC. But with SS it works as described in my first post...

Wait, LTC has nations starting as protectorates of other nations? That's pretty major.

Sort of. They're set to be protectorates in descr_strat, but in game terms they just show up as allied to each other with mutual military access. They don't show up as vassals on the diplomacy screen. Just basically what the first post says what you get when you use protectorate_of. There is no way I know to have a faction show up as a vassal of another faction from campaign start.
