Something wrong RE stars

My faction heir has 2 traits each promising 1+ in command and no traits damaging command points yet he's only got 2 stars,is this just a bug or something?

no i checked everyone of his traits and ancillaries and there's nothing to weaken his command ability,yet he's missing another star

There is a mistake on "heir apparent", in the description it says that it gives +1 comma, while it doesn't.

Heir Apparent is not supposed to give a command bonus.
Don't you think its stupid that someone is a better commander because he it "The HEIR"

hahah well if his dad was a good general perhaps he inherited some genes,i never thought it to be an accurate depiction of history,but lets face it most awesome generals had some pretty good commander dads
