    Default Slowing down expansion

I've been messing around with a Parthian campaign and I've inflicted some serious blows to Carthage, Seleucids, and Egypt with my hordes but I noticed that factions all over the map had taken four or five settlements within a few years. Is there anyway to slow this down?

Is this at the beginning of the campaign? If its not, I think its just that some factions are gaining the upper hand in their wars. Some wars are blitzes, even by the AI. I don't know of any way to slow it down other than to gift some money to the losing factions in a war, or help them out militarily. If its the start, I can't help you.

Hit and run tactics, take the booty and leave the town to rebel. This will hurt factions badly.

Well, I'm in Iberia now and I may go and sack Italy, Greece, and Southern Gaul before settling around Persis. The problem is that the Armenians have filled the power vacuum left by my hordes and have taken many of the former Seleucid provinces except Seleucia and a few eastern border provinces.
