Eh. Depends. Sometimes they are well defended, other times whole swaths of an Empire has cities with only one or two units in it. Load up a couple stacks with decent infantry armies and seige equipment and you can devastate them in a couple turns.
true...but you can be sure that,after the first turn of siege,one or more enemy armies will go near to break the siege...![]()

AI and even the human player is not capable of having huge garrisons in every settlement, due to limited ressources. However, the AI will definitely gather nearby units and attack your sieging army asap.
I am working on an AI update for the next BC version, and one of its new features will be a more focused wartime AI. Defense will still be dynamic.

BTW, there will be also an update on the diplomacy mechanics, such as that offering alliances or trade agreements to factions which you have bad relations with, will no longer be plain accepted. You will have to invest additional gold into such agreements.
