    Default Rebels - tips & tricks

    So how do you limit spawning of rebel armies in SS?

    Larger garrisons? Lower taxes? Building forts? Building watchtowers?

    I think they spawn randomly. Watchtowers seem to attract rebels. They always 'occupy' them.
