My friend is buying a laptop which has an 8400 MGS 128mb. I'm wondering if this will be enough to run the game (at decent settings, not max but not ultra-low either)

The laptop's graphics card is quite decent, so the laptop will probably be able to play M2TW on MEDIUM-HIGH settings.

Laptops being what they are, he never will. Laptops aren't made for 3d games maxxed out.
