If I remember the scroll that explains it when you start a game, Pagan generals learn more from warfare and fighting battles at a young age, as opposed to sitting in settlements with education buildings.

Pagan Education is gained from spending time in the wilderness during there learning period, Templasr can definately learn from schools, libaries and Universities. All education is based on a % chance per turn, so some learn more than others.
As to no war, well thats a bit tough, as war is where military people pick up skills.

I am playing as the Templars and am having a difficult time getting anyone an education. I thought you were just supposed to ship them off to a castle or town for awhile.
As for pagans - I believe they're supposed to be sent into the wilderness.

Perhaps they should wear some clothes. However I wanted pagans to be excluded from supplies and reduced outdoors effects to represent there more scavanger/wilderness nature and give them an edge. Just was not to be.
