Default Unable to postpone Imperial Reforms!

A strange thing happened yesterday in my roman campaign. It's the year 513 Ab Urbe Condita and I've conquered Italy, Northern Africa and Eastern Spain. Now my VE legionaries fight in Makedonia. I haven't build any imperial palaces in Patavium, Bononia, Tarentum and Croton so as to postpone the Reforms and have a chance to play a bit with VE legions. I ended my turn and I got the Imperial Reforms message! I assumed that an Imperial Palace was build in Byzantium so I sent a spy there to check. Indeed an Imperial Palace was built. I loaded my last (and unfortunately only) save game, I used forced diplomacy and made Free Peoples give me the city. The Imperial Palace isn't built yet (it isn't in the building queue either) so I ended the turn in confidence that the reforms won't happen.
BAD NEWS: Even now, the reforms do happen!

Why is that happening? What can I do to prevent the reforms? Does anyone have an idea?
I really don't want the reforms so early...

You could change it so that Byzantium building an imperial palace does trigger the reforms, this would I think involve removing the hidden resouce italy from Byzantium, as the reforms are triggered when an imperial palace is built in italy, or at least what the game thinks is Italy. Although I'm not sure, as I don't have access to the files ATM to check.

Which files do I have to edit? I don't know much about modding.

I should think (once again, I can't check), one of the regions files, which state which resources and hidden resources each region has, but then changing this might mess up the export_desc_buildings. I'm not sure, you'll have to try and see.

Well, I have found that in the file descr_regions.txt :
    Propontis
    Byzantium
    romans_brutii
    Bithynians
    118 131 33
gold, timber, slaves, pigs, capitol, warships, greek, legio16, italy, gre, naval_temple
    5
    12

I deleted the "italy," part, saved the file, started the game, loaded the save game, pressed the end turn... and the Imperial Reforms are triggered again!

Unless there are other files that there should be edited too, the trick doesn't seem to work.

You would probably have to start a new campaign for the changes to take affect, most of the map and region files (such as descr_strat) are only read upon the start of a campaign.

why dont you just take off some population ? Add_population "City" -5000 its what i do, i dont like getting reforms early, rome is usually at huge level even before i can prepare an attack lol its bad so i use this.

I've already tried that but didn't work either...
My save game is just 1 turn before the finishing of construction of the Imperial Palace in Byzantium. It seems that no matter what I do at this point, the reforms will be triggered. Unfortunately, I don't have a save some turns before.

Siege it with an army with onagers, and take it. But I suppose your armies are too far away?

Edit: Oh sorry, just saw you do own the city.
    Vale,

I did break it off! I got the city using forced diplomacy, stopped the construction, I even reduced the population (using console command) way under 24000 people. Despite all these, at the start of the next turn I was informed that the Imperial reforms did happen.
It seems that somehow the reform is already triggered or something.

No, I own Mediolanum in my campaign and it doesn't have an imperial palace since it lacks the population.

I didn't know that it trigger the reforms too.

Sorry, alas to can't help. The last thing I can suggest is to share your saved game, maybe someone with more experience can help you.

just keep the reforms, before you end the turn. build alot of VE legions, and just keep playing, if not you will have to restart.

I've already started another campaign with the romans.
However, here is my saved game, in case someone more experienced is interested to see what is happening.
    Thanks in advance!

You could always play as another faction, then the reforms would never happen
Life goes on, and Carthage keeps killing Romani like its nothing.

Just an idea pcaravel, give the city to another faction before you click end turn. Whatever is causing the reforms to happen should be ignored then.

Use force diplomacy to do this. Good luck.
