By a lot. That way, English or Scottish or Irish troops don't simply steamroll over a Wales that usually wouldn't be so easy to conquer.
The same applies for all 'minor' factions that can't be included due to faction limits. BC did this right, and I treated rebel regions with massive garrisons as natural mini-factions in their own right, especially if given well experienced local forces.
