for some reason cant upgrade citys is this normal?

as the title says i just recently installed rome total realism platinum 1.9 but i cant upgrade my citys, rome passed the 24000 mark not to long ago just as to other citys hit 12,000 but no proconsul place or imperal palace to choose form the build que.

and from what i read the imaperal palace is needed to start the marius reforms
so is this normal or a glitch? are only certian citys able to upgrade to a imperial palace or pro consul thingy?

Yes, you need a certain building as a precondition. I think it was a forum for the proconsuls_palace and a great_forum for imperial_palace.

wicked thank you so much for a quick reply florin .i thought my game was busted and was going to unistall it and so far iv been loving this mod but that would have been to hard to keep contol of my citys and never mind not having the reforms yay its not broken thanks agian for taking the time to reply
