Default Problem: General can't move => city's start to rebel, SS5.1

In a hot seat campaign where I was playing England an Lithuania I had some strange problems with England. One turn my city of Exeter was turning red, it had a public order of 0% this was because there was an enormous squalor. The general inside the city can hardly move, he can just leave the city and then the problems were over.

The next turn the same thing happended to another city but this time the general couldn't move at all, so there was nothing I could do about that. The next turn the city was rebelling, and it became a rebel city. I took it back.

But now it happened to a third city, and I don't want to play it anymore. I noticed that in all 3 the city's the generals didn't have a star at command and none at the one beneath that (chivalry/dread).

Does anyone know how this can happen and how I can stop this.

Most likely they have the "you ar not my king" trait. This causes the general to rebel and you can't controll them,

It is caused by having a king with low authority, beeing excomunicated and war with the papal states. Look at you king, he might have a trait like "inspires civil war"
