The Pope didn't get kicked out of Rome for nothing, there has to be a reason. Maybe taxes or squalor were too high. Maybe the region was infested with foreign armies and heretics. Maybe the Pope was secretly female, and was outed.

I fixed the problem by giving walls higher happiness bonus. I guess I could have offset the value of taxes, 35% for high and 70% for very high. Still with my happiness bonus, the A.I doesn't rebel as much but it's still hard for me to tax my cities to death.

Its not that taxes bug where its set on "very high" even if it causes riots? I seem to have it with my cities, and also the AI loses cities to rebels because of it.
This isn't right, this isn't even wrong. This isn't anything!

I just read a post in other forum somebody was complaining about getting taxes on very high wend his general (governor) moved out of the city. I believe he had his taxes on auto manage. It could be the same problem for the AI in fact could be a bug on taxes. Maybe KK could take a look:hmmm:

I never heard or thought that such a thing could happen to the pope.Especially after you kill him like ten million times just to have him reappear the next turn.So that is very surprising to hear. That must of have been one Kick A** Rebel army to pull something like that off.

I've noticed that too. When I take the general out of the city, taxes are automatically set too high even though it should adjust to manageable amount. Perhaps the AI has the same problem and doesn't know how to deal with it.
