Not able to offer ceasefire?

I'm playing as Sicily and I'm something like 70 turns deep. I noticed that I cannot offer any of my enemies a ceasefire, they've offered it to me though. The thing is, I also vaguely remember being able to offer them earlier in the game. Any advice or is it just a bug?

I believe it is based on your or their reputation.

That'd make sense. I've had a reliable reputation on both my campaigns, and whenever I offer a ceasefire, it's always very generous.

Too bad they wouldn't take the ceasefire when I tried extorting 20 thousand florins out of them for it.

could you post a snapshot of this? I'm curious to see the enemy faction's allies and enemies list

I have a good rep though, it just doesn't make any sense to me. Perhaps theirs is bad? Oh and many of their enemies are mine, but I can't offer a ceasefire to the turks, Egyptians or the moors.
