Is this a bug, a mistake, or was this done on purpose? If any faction should be able to get this unit it obviously should be the Teutonic Order.

I think teutonic knights is a lesser version of TK's Ritterbruder, so TK has better variant of this unit =)
Yeah, you can't recruit them as the teutons, I'd like that though, even though they're lesser, more variety(if they're cheaper that is)
The Teutonic Order cannot receive Teutonic Chapter Houses. That is why the Teutonic Order cannot recruit them. I don't see why they'd need the Dis. Teutonic Knights, though. Sword Brethren certainly are not bad units and Dis. Halbbruder are better IMHO anyway.
TK's Ritterbruder is the best infantry unit in the game I think. With it you can crush anyone you want.
I wouldn't call them the best infantry unit in the game, but they definitely vie for the title. But I do believe that the vanilla Teutonic Knights (and their dismounted brethren) are supposed to be representational of the knightly order as a whole, whereas the TK faction itself goes into detail about the individual units. I did some side-by-side comparisons, and found the Dis. Teutonic Knights to be roughly equal to the Dis. Halbbruder in overall power and, outside of their effectiveness against armor, generally inferior to the Dis. Ritterbruder.
