    Default AI settlements always rebelling?

I'm play the late era campaign as Poland, H/VH, and the AI seems to have real trouble keeping its settlements in line, as many keep rebelling.

Notable ones include Frankfurt and even Rome!

Anyone else seen this happen? Or is it just my campaign for some reason?

Rebellion is fairly common in the game. The ai rarely builds buildings to keep order and taxes its provinces very high.

I've played just over 50 turns in my game and so far Venice, Frankfurt and Paris have all rebelled. I gave city walls more happiness bonus so that the A.I woulnd't always lose their capitals

They joined you? Just gave you their cities without any battle?
