Changing factions available in hotseat

hey I want to make the Kwarezm empire and Kiev available in the early era hotseat. Is there a simple way of doing this?

yeah, open the descr.strat in the imperial campaign folder, make a backup, and then rearrange the factions under "playable" and "unplayable" to make the ones you want to play appear in the hotseat campaign

I just tried that and it has made no difference
