Little help with the config

Okay so in this thread: http://www.twcenter.net/forums/showthread.php?t=96522
... it says I need to put the following:

[util]
no_animdb = true

... into my config to run the animations from the extracted files. However each time I try to do this the game re-builds the four files I'm told to delete and takes the [util] line out of the config. Anyone know what might the problem be?
