How can I remove building limitation?

As per title I want to remove building limitation.
I find they have no sense, since they really limit expansion and development.
I could understand limitation on unit recruitment,but not on builing.
Plus now I'm playing as Venice, I have just started the campaing (3 turns ready gone ) with DLV 5.6 beta 3.
In Venice with the Faction leaders in I'm not able to build, why?
From what I understood the limitation occur only if there's not governor.
Of course is not a problem of money.
Is isendhil mod 0.8 compatible with dlv 5.6 b3?
