Population Limit Exceeded

I set the city population max in the settlement mechanics file to 25000, but when I started a new game by the time I got to having a huge city it still increased to over the limit I set. It's not a big deal I was just wondering what I need to do to fix that.

I don't think the limit does anything. I've gone over the limit countless times.
