    Go into options then choose the game setting and the edit the unit scale to Large or Huge.

    Or you can mod EDU and give em more soldiers. Max is 63.

    Only works before starting the campaign. If you are in the middle of a campaign, it won't do anything (only custom battles). Just some extra info.
