Nope, Maruis reforms are hardcoded, so you can't do anything about them.

I tried it, copied it behind the end date in a new line right?
but it didn't work.
do i have to start a new campaign for that, or is it savegame compatible?
if its not savegame compatible, how else can i make these reforms not to occur?
