I know kingdoms causes the kings purse to change during the britian campaign....I know it is codded in to occur at a certain turn number....could we not run the same kind of action everytime a faction leaders dies?
It would be possible to change the kings purse when the faction leader dies, or when a new faction leader is selected or what ever condition really.
As for doing it through traits, you could check to see what trait the faction leader has then set the kings purse accordingly. Although you would need to be able to turn it on and off. do it through script and not the trait itself, the trait would just work as a condition in the script. I dont see how it wouldnt be able to be implimented. by using a series of related traits and anti-traits you could in effect create a fluctuating kings purse through script.

The command is increment_kings_purse but only works in Kingdoms.
Yes in kingdoms you can do that by creating a monitor that checks on the new faction leader's traits when the BecomesFactionLeader event triggers. In M2TW you can't really do it but you can use add_money to do similar things although it's a bit more of an effort.
I am using the retro fit mod as the base of my new mod so the command increment_kings_purse will work for this correct?
Yes it will work for that mod as it is using kingdoms.
