i think i know what you mean... its not a cloack. its called a chokha. it is a georgian folk dress which men wear and is tied with a ribon and a knife hangs. i believe they were it under their armor or actually they were armor underneath it. here is a link to what it looks like. georgian still wear this on special ocassions like tbilisoba..which means the day of tbilisi...

there you see the two young men wear it during wedding with a dagger hung on their waist.. you can buy georgian daggers online..actually good ones like 100 year old ones and older and not too expensive..every georgian hangs one at home on the wall with the flag
