problem with strings_bin_converter 0.72

i install the program strings_bin_converter 0.72 for change the file in data to txt file but the fill not change ,so what is the problem ,why the fill dose not change?

some files as explained in the readme won't change, and you need python for it to work properly. What files are you trying to change?

i dont know ,i dont find the file that i need to change the Properties of some unit like:
descr_character.txt
descr_lbc_db.txt
descr_model_strat.txt

i dont have this file
