what is the stat that determines the number of men

Im trying to increase the number of men in another mod to the size of Roma Surrectum. I was wondering what number effects this and what are the values? Thanks for any help.

The number I bolded is what you need to change. 60 is the highest. I forgot the lowest that number can go. So you go to w/e unit and you change that number.
