I cant find the 16. legion?
Where can I train Legio XVI Flavia Firma?

Looked in custom battle, where it should be, but no sign of it in that place.

Yeah, they're allied with the Parthians. I'm allied with the Parthians as well, and I 'm giving them like 50k per turn, to try and keep a balance of what's left in the eastern map..

Use The force diplomacy mod to give them cities. Wont cost you a dime.
