I don't seem to notice any drop in population growth after building Suburbs and the biggger ones?!

It is because they currently also give a health boost, which increases population growth and offsets the decrease in population growth the suburbs give.
For the next patch, the health bonus is being removed, so the suburbs will have a much more noticeable effect.

Maybe it should be changed to law bonus? Like when there's no nosy neighbor I'm less likely to be pissed, therefore I don't cause trouble?

But negative growth works in the game. Its not like the game doesn't
count it?

The negative bonus does work - but so does the health bonus which seems to have a greater effect.
