Default Sicilian Italian Men at Arms and Broken Lances?

First off, sorry for posting this in both the skinning forum and the text editing forum, but I figure it straddles the division a bit, so bear with me.

    Quick question:

The Sicilians have Dismounted Men at Arms as well as Dismounted Broken Lances as available troops to recruit. They do not, however, have regular Broken Lances or Italian Men at Arms available (at least according to the "ownership" line in the EDU). Is this some a typo of some sort? If I give the Sicilians ownership of either of these units (and allow them to recruit them in the EDB), will they be able to use them or will it FUBAR my game? If they can't currently recruit them, has someone made a skin that allows them to do so? Thanks in advance.

My knowledge of italian medieval units is limited, so cannot see why Sicily cannot recruit lanze spezzate as the term merely referes to mercanaries, so mounted should just be as available as dismounted (with lower recruit pool). However I would check out the Sicilian Vespers mod, as if they are not allowed in that, then there is probarly a good reason.
