    Icon1 Culture penalty

    Do all buildings built by foreign factions cause a cultural penalty in my cities?

    F.e. if you capture Carthage with Rome, you will find a Carthaginian Royal Palace, which functions for you as well. But do u get culture penalty for this too or only for temples?

    If the answer is yes, this means I have to destroy every beautiful building in the city? Cuz that would be quite ahistorical.

    AFAIK - you get a culture penalty for any building that is not of your culture, so yes to mitigate much of the penalty many buildings would to be destroyed or built over with a more advanced version.

    There should be a way to replace the Royal Carthaginian palace with a Roman Imperial palace..somehow. Probably it's not possible, but it's really needed to complete the cultural transition.

    The culture penalty should be much much higher then it is now, It would allow for historical expansion for some nations...

    The problem with a high culture penalty, is that it disadvantages some nations more than others. For example the Romans have a unique culture, they are the only faction with that culture, so most of the settlements they need to take to win are not going to be their culture. However the factions which use the Greek culture are at an advantage because most of the settlements start with the Greek culture, so expansion is relatively easy from a city happiness point of view.

    wonder if it would be nice to remove any culture penalty from buildings you cant destroy or upgrade like large stone walls, palaces, highways... etc

    Yes, Carthage was razed, but it was an exceptional deed. Romans didn't destroy every building everywhere because of the "culture penalty".

    Although should the cultural penalty for the pinnacle city of a civilization (highest level government building) be removable in the 7 years it takes to make a new one? How long would Athens take to become completely roman? Surely > 10 years I would think... how long was Jerusalem owned by the romans, and how roman is it now?

    Actually Athens and the eastern part of the empire never became completely roman. Never. People kept speaking Greek and when the western part of the empire collapsed, they continued with a "Greek" version of the Roman Empire (now called the Byzantine Empire). So I think that the player cannot replace the highest level government building so as to simulate that once a civilization has reached its peek it is almost impossible to completely replace it with you own.
