OMG!!!!!
I have been raising a bunch of idiots. just last night while playing as Flanders i noticed the trait, skipped 1 year of school. and thought to my self that to make a general he had to be outside the city and campaign. so i went back to the guide and read he could become a general by being in a castle. and that he should stay in there for very long time for full education, where before i was only keeping the, in there for 3 years unless they were the governor. oh what an idiot i have been lol
but the education part is a bit confusing as several times it mentions new guys have to be outside to start general education

Re: OMG!!!!!
new guys from start day decide their career whenever you place them in a city or a castle/countryside
new guys from adoption come with career chosen already
new guys from birth have to get inside a castle or a city and stay put.
once the warrior ones have learned enough from the castle, they go out to practice. if they get a good teacher / a bloody sadistic motafaka he will earn more stars if he is around

Re: OMG!!!!!
They can handle two skipped turns, everything beyond that has a great risk of raising uneducated brutes.
