I am not entirely sure. I know nothing about Croatia. Albania however should certainly be a candidate for the European Union and it's rise to membership should be slow and methodical. Like all prospective members we must be certain it achieves a certain rank of economic and political stability, with extremely good human rights.
You should have offered more options on the pool because status of negotiations for EU accessions is quite different for Albania and Croatia. Voted yes nevertheless, it is just a matter of time, in 10 years at most I expect all Balkan nations to join EU except maybe Serbia if they don't snap out from 1930s soon and Bosnia since it still has got to solve bigger problems only to begin solving big problems their neighbors are solving now.
The only reason Croatia and Albania were 'invited' into NATO fraternity is because George Bush needs more people to join his party in Afghanistan. LOL

Both already have forces in Afghanistan and won't send more because of the NATO invitation than they've promised earlier. We are talking around 300 men here counting those already there, I don't suppose they are that desperate in Afghanistan to throw invitations around for couple of hundred training personel.
Plus it wasn't just Bush's decision, if he had the power to order all members what to do Macedonia would be invited as well but the Greeks blocked them over name.

The more European States that gains membership ....the better. Why ? ...Although I am against the Union as it exists. It is a time bomb!

Albania is not nearly EU material while Croatia is a quite developed and fairly wealthy country that's largely on the right track, so yes.

Croatia is well on the way to EU membership (I think 2010 is its target to meet the requirements needed). So its extremely likely that Croatia will join.
Albania will probably join the EU in the long term however I dont think its even a candidate country atm.
I think that all the Balkans should and will eventually join the EU - it will have little affect on the EU itself due to the size of the EU compared with the size of the countries involved and it will stablize the region and develop it. However the countries should only join when they are ready. A good example of this is Slovenia - it joined the EU in 2004 and has sinced joined the Euro and passportless travel zone. It met the standards set and therefore was rewarded - Croatia will probably follow the same path but 5 years behind Slovenia.

We should have already be in EU, but corruption, incompetence and interests of few are reality of Balkan countries. And the sheep that are people still vote for them.
But we'll get there in a few years. Albania few years after Croatia, I think they still need to develop economically.
